I would like to know how to update streamer?

Its been asked like a million times, go to your streamer download page, and download the include that is compatible with SA-MP 0.3b, if the Author has not updated it then your screwed, or you can switch streamer to something like
Fallouts Streamer or Streamer Plugin which are 0.3b
