		Are you using a cracked version of GTA?
Did you allow sa-mp-0.3b install ALL of its components through your firewall or ANYTHING that prompted you during install? 
If all of those are applicably a yes, the installer is in SOME way corrupted.
solutionz:
Re-download sa-mp 0.3b installer executables / binaries and attempt to re-install.

		assuming you have a pirated windows 7, otherwise the .dll will work fine in system32. Try finding the corrupted/missing .dll (SHUNIMPL.dll) and replacing it.

If you meant pirated It is not fake, but pirtated, which means It's the exact same disc that you buy in the store with some modifications to automatically activate Windows, but nothing is removed.
