There's no way allowed by the ISP to do it manually, you could also get no-ip.com and download the auto ip changing thingy, that way you can host a sa-mp server with a dynamic ip

That will set a static IP on your internal network (which, if portforwarding isn't a bad idea). It will not make your external, internet-facing IP static. Only your ISP can assign you an external static IP.
