Please tell me how can i do When an player has wanted lvl and gets out of the server the wanted level to be the same?
And I would like to know how can I put the Wanted Stars to work perfect?

you mean when the person /q's and rejoins the wanted is same? If soo then you have to save it to there registerfile...

you need to make a save system to save your wanted level when the player disconnect
use dini for that is easy to make a simple save system
search for a tutorial to learn how to make a save system
