I want to use something unique than LS, because every single server nearly has Los Santos. I want to use LV or SF and want to know if there good places to roleplay at.

Uhm, 3 main locations, minus los santos gives you san fierro and las venturas, how hard is it to make a choice?

Don't use Las Venturas. SA-MP doesn't really supply you with the functions to create a half decent server in Las Venturas (the ability to control money through casino systems etc). I would choose San Fierro. It basically has everything you're looking for, but there aren't as many housing opportunities so I would take advantage of the high rise buildings and make them into apartment buildings.

Well on my own RP server, i used Fort Carson and Las Barrancas, since everyone use Los Santos.

You can always use those little towns like Fort Carson 3 of them and you've got a "Town".

Problem with SF is, RP there get's boring, We even had it for PR-RP for a little and its just most people that play SA-MP wanna roleplay as a "gangster" or going "against gangsters", Not everybody wants to be some mob boss or something and you just feel it isn't all that right to roleplay as a "gangster" in SF when its more fun in LS.

So personally, I don't suggest it if you plan to have alot of players on your server, But it can be fun RP long as you can take the time to make guides and such and got alot of time to help with factions for RP and make sure people have fun etc.

If your players are used to LS than likely won't go well, If not than go for it.

I've managed a server there for almost 2 years, it even got on the official listing. It required custom mapping's to provide a balanced experience, but SF is pretty tightly made, which made it hard. LV on the other hand provided much more space for customization.

I recomend you use SF and Tiera Robada its really good you got nice bank lots of shops to make houses mansions everything you need :/
