Your 60kbyte/sec connection equates to 480kbit/sec. If we assume a player uses ~40kbit per second, which is average, then you can support 12 players on your connection.
Of course, the actual rate will vary depending on your script, player density etc etc
Long story short, don't expect to be able to reliably host more than about 10 players.
