and no "developing".
Does this mean SAMP development is stopped, paused or what?

In all seriousness, there's multiple possibilities. It was there when the forums were down, and now it is gone. This means it was removed. It could be from the security breach, its likely the hacker took more than encrypted user information after all :P. If the hacker got ahold of the 0.3b source, its likely the code will be changed up (well, makes sense at least). Or i could be way off, and he's just pausing development until this forum mess blows over. Who knows :P.

Ofcorse it hasn't stoped, If he said hes gonna release 0.3b sometime than he'll do it sometime, Ive seen back in the day it would say like 0.2.2 than disappear and be back, Even like 0.2x it was on there sometimes and removed other times. I am not sure what it fully means but the fact of it being off or not has nothing to do with them stopping the development, Either way if they say there gonna release a new version in the future they'll be doing it.
For if it paused who knows, Isn't really a big deal..
Not like we planned for 0.3b to even aspect an release this year, might be not until another year from now or 2 years it has happened.

Well back in time there were certain situations, which I won't specify, when links to latest version were in beta section at forums. If this was in there, it might be the reason, for this, because hacker could download latest version and as far as I know, these beta versions are not well protected against some decompile or stuff like that - I am no expert in this area.

SA-MP 0.3a is out and that is what matters at the moment. Let Kye do what he needs to do.
