If single player won't start it's not an SA-MP problem. You could contact Take-Two support.

It seems like it's just the settings file problem. You can delete the file gta_sa.set which is found in your My Documents\GTA San Andreas User Files\ folder. It will be regenerated automatically when you start the game, although your original settings will be gone.
