HOW do i get GTA IS in some kind of HD? i mean, re-textured could, but then it should be everything re-textured, but how do i get it in HD??

ENB Series mod, as far as I know, doesn't work by default on SA-MP.
Rename the main file to something like d3d9_enb.dll, then load it with SA Multipatch. (it has a feature to load another D3D9 DLL such as ENB, you can disable the other features)
I can explain how via PM if you would like, but it's very easy, read the Multipatch topic and you should be able to do it.

It needs a lot of configuration to run properly for most PCs, even modern ones. You need an incredibly good computer to run everything on maximum with ENB.

Not really, I have a 2.4ghz Intel dual core and an ATI HD4650 1gb video card with only 2gb of DDR2 RAM and i can run it on high settings without lag.

-Not necessary, but helps ENB with improving some of the graphics, as well as other smaller details in the game
Xtreme Graphics Pack 2
-Does the same as Project Reality, but it is less extreme. Just an alternative
Project Oblivion
-Re-creates the vegetation / trees on SA, and adds a whole bunch more everywhere you look.

That's basically all you need to get great visuals.
