You don't pay for the host, you pay for the Hosted Tab listing. You don't get Hosted Tab listing after a certain amount of time.

They all have hosted lists, They havent paid for anything

Well their either lying to you, or they used to be 0.2X official server owners. Hosted tab is not free.
