GTA running slow.

I have the following specs. Intel Dual core. 2.8ghz. 3.0 GB RAM and Asus ENGTX275 graphicscard.
But GTA still running like 25 fps without fraps recording. With fraps recording it is like 11 fps. My cpu usage then is like 35%.
Any help? It should run much faster I think.

Solutions?

Try to turn frame limiter off, when you do that it causes a straff bug where you can't straff side to side, Now i dunno if /fpslimit works in .3 a but if you have framelimiter on you can use /fpslimit, I believe thats the command, You can set the fps limit to 100 to get your max fps /fpslimit or just turn frame limiter off and deal with tha straff bug

It's even running faster in W7 i don't think thats a problem cuz im playing on W7 having like 70 FPS

Turn off frame limiter. You can get even more FPS if you turn off some options (like AA etc..).

turn visual fx off(or lowest possible)
