and i try to install them but i cant can some one teach me pls thx you

it's probably been removed since it doesn't look like you're very trying, you haven't said which admin commands you want or anything.
An easy thing to do is go to the filterscripts section of the forum and look for some admin FS that include ranks too.

get the files, if they are in .pwn compile them into .amx and add them into your filterscripts folder
then in your server.cfg add/append to line
filterscripts [rank name fs] [admin name fs]

replacing [rank name fs] and [admin name fs] with the actual names
