Yeah, the above is right. You would need at least 5MBps "upload" speed (note: not download speeds, they are different.)

You also need to understand, if you ever had such an upload speed, you would need to only dedicate it to the server, and nothing else. Like, useing it for your own use is not acceptable. Going onto MSN, BitTorrent, Porn (lol) won't work becuase it will clog up your internet pipe line with downloading infomation.

So you will need a dedicated PC + a dedicated 3Mbps upstream. That also means you can't connect other PC's to the connection.

download speeds arent a factor in calculating bandwith needs, and hasnt been for years.
4MB upstream is the average usage of a full 100 player server.

To the OP: You basicly need around 40KBps for each player. So if you have 60 players, thats 60 x 0.04mb = 2.44MBps. So that means a 1MBps upstream can host at most a 30 man server (if all 30 are playing) this also means that you can't be running anything else of that connection or PC.
