We know on the download screen it doesent say install to be clicked:

Have you correctly pointed the installer to your SA folder? Are you downloading it from another location? MAke sure you're getting it from of the client mirrors of http://sa-mp.com/download.php

You need to point it at the directory where GTA san andreas is installed.
The installer auto checks for gta_sa.exe so if you don't have that in the folder that it points at then the Install button won't become active
