and right now when i try to restart, my server takes ages to load up on the command prompt window
any ideas how to fix it?

maybe you're router is changing the packets (someone already posted this tough)

it's from my friends ip address, he timed out from the game and that came up on the console.. could you re-direct me to where the other person posted this?

It often happens after someone time outs or when they have some internet issues. It's not an attack so its nothing to worry about.
