if i drive with some vehicle and its giving 1 score point like in 1 minute ? is it possible?

Easy.. make a timer that check if there is a player in the X vehicle. the timer should run every minute (60*1000).
When the timer runs just do:

SetPlayerScore(playerid, (GetPlayerScore(playerid)+1) );
