Everything in this code i know, but there is one thing....this number at the end 60000 how many minutes is that or hours or what?

That is calculated in milliseconds.
1000 millisecond = 1 second so,
60000 milliseconds = 60 seconds.

Yeah, if someone does not re-enter the car within 60 seconds, it will respawn.
