For people who really want to make SA run a little bit faster, open a file called "stream" in GTA SA folder , delete everything, and paste the following...

I got this from my friend...
This helped me a little bit when I had low-end PC.

Actually SA:MP loads it's own stream.ini which is hardcoded into samp.saa.

Also, to OP: I have VSynced 60fps with 8xAA and 16xAF, max draw distance and very high graphics. What am I doing wrong?
