Im having same problem...but im not using any router im using my model 7500 verizon modem...i posted a topic no reply some one please help....

For "Global PortStart" and "Global PortEnd" you must use 7777, you used 77 for both.

Create 2 rules.

Rule 1: Name SAMP-Server IN - Port-Forwarding - Protocol UDP - Global PortStart 7777 - Global PortEnd 7777 - Base HostPort 7777 - Direction In

Rule 2: Name SAMP-Server Out - Port-Forwarding - Protocol UDP - Global PortStart 7777 - Global PortEnd 7777 - Base HostPort 7777 - Direction Out

You must "start" the service or enable it.
If you are trying to connect to your own computer to play use 127.0.0.1:7777 as the IP.
Routers are not made to resolve a WAN IP internally. <--- If that confuses you don't worry about it.
