It usually helps to have some knowledge about the subject you're talking about before trying to help people.
127.0.0.1 is a private IP, which should let all users connect to their local server.
Also, you
do not need to port forward to play on your local server.
All I can suggest is to make sure that your server port is actually 7777, you might have changed it without changing the IP in your favourites.
You should also try running a default SA-MP server to see if that works.
Also, you must make sure you're running the 0.3a (or 0.3a R3) server and client (download
here), it might sound stupid but some people forget to switch over.
The fact that you had the "anticheat" variable set to 1 makes me think you're running an old server, as it isn't even in the server.cfg of the latest server package, which means you added it yourself or you're using an old version of the SA-MP server.
