What features should a TDM have to keep the players playing and grinding? Like to make them a have a goal.

Increased health and increased damage as they progress in game, make a server-sided health and damage system. If you want to put the effort , make perk or item system which the players can buy in the beginning {or even during} of each match , (similar to LoL) which can give them extra advantage over other players.

Anyway, the mode is about Gang Wars based on San Fierro.
