What is the actual issue? "why not active" isn't really descriptive.

SetTimer("GatesOpen",10000,1);

So when you strem in that distance, you must wait about 10s when sever check your range from point.

What is the issue?

if your issue is speed of object moving, reduce the timer from 1000 to 900-990.
