You might want to share with us your router statitstics (the name example: Thompson-XXXX) i've been port-forwarding for years servers and they worked fine you might something do wrong with portforwarding. I remember i was portforwarding from my router including firewall to give access to the TCP/UDP protocols.
Have you done any research in YT or G00GLE or SA:MP Forums for anything related to your router portforward?!

i also couldnt port-forward my router in my home. turns out the internet company didnt let me do it.

i think its something related to my internet company.i got dynamic IP ,and back in the days when my ips started with 5.x.x.x it worked,now it starts with 188 and it doesnt..could it be the problem?
the model is Model No. TL-WDR3600
