Hold F5 and press F8 when it starts lagging. Find the screenshot and upload it here as an attachment.

Maybe the stats screen contains some useful information about why it's lagging.

If it's not your PC and it's not happening on a frequent basis then probably the server you play in streams a lot of vehicles or useless objects that eat your resources. Does it happen on all the servers? Try to move around the map or look at the ground and see if it's your problem or the server is.

Check if other players encounter the same problem on this specific server or it's just you who's lagging.

Is your ram below 4GB? Is your disk space a HDD or probably out of space to work properly? Do you have GTA installed in the Windows directory? Is your Windows updating while you're playing? Is this problem happening in samp only? Many reasons could cause this.

To get rid of some mods, you can't just reinstall, you have to delete the entire San Andreas folder.

I'd say the all those particle effects (weather etc) are too intense for your computer. Make sure all mods other than SA-MP are deleted, and make sure your graphics settings are set to Low.

Edit:

Ah. 8600GT. That's quite an old card. You'll need to check the video card temperature too. If it's getting hot, you'll need to check the fan and check for dust clogging up the heatsync.

For 2GB ram you need to make sure not to run ****** chrome while playing. The new update eats memory considering you don't have much already. Don't run a lot of processes and make sure to turn off Windows Updater if you have Windows 7.
