Its not a npc its actor so he is not moving with animation

That's not true. It can be done on 0.3.7 as well.

Yes you can change it but not instanly, you need to create the actor again or delete it to sync.
In DL version if you change the actorsangle, all players will see it instanly and in 037 you need to create it again or delete id to sync.

You don't have to create it again nor delete it. You just have to re-stream the actor for players. Meaning, you could just just set the actor under ground a pretty good amount and instantly set them back to their designated position.
