Does it happen with all the servers of that version or with a specific server?

Did you try to delete the folder "GTA San Andreas User Files" and reinstall version 0.3.DL?
In case you have not done so, delete that folder and delete everything that has to do with "SA-MP" from the folder of your GTA.
