SAMP 0.3.7 R2 CANNOT INSTALL

Dear SAMP Community,

I have recently decided to come back to GTA:SA and the multiplayer aspects of it with SAMP. However, after the game being installed on steam>steamapps>common>gta san andreas and I've tried to install the SAMP launcher it didn't work. At first, the install button was grayed out and couldn't be installed anywhere and secondly, it didn't allow me to change it's location either. I am on Windows 10 and I've also turned the windows defender off and still having that issue. Any ideas how to fix that?

First you need to downgrade on Steam's GTA SA.

How can that happen? Never seen a button downgrade on steam.

The Steam version is indeed different from the disk version.
I believe the executable file and perhaps other files may have been named differently in the Steam release.
