Checking other people's work, reading tutorials and practicing/testing.

Set a goal to create something and try to make it work.

Exactly what Kaperstone said, before you jump right in, get a grasp on the basics, don't look for things like “How to make a vehicle system?”, but rather, “What's a loop?”, “What's a global/local scope?” and so on, scripting stuff will require you 3 things, patient, a grasp on the basics, and an algorithm, take your time and don't rush anything, best of luck.

Best thing to learn first is that Pawn is the language, Pawno is simply the IDE.

There are other applications that use PAWN as scripting language and many of them also have a forum or wiki.
You must be careful with application-specific information but if it's about the language itself any tutorials from there will be as useful as the ones here on the SAMP forum.

For example https://wiki.alliedmods.net/Pawn_Tutorial is much better than the one on the SAMP Forum imo (it's also linked there)

Honestly, if you're learning some new language, you need to go through the documentation first as it is a good place to start. So here, I would recommend that you read the sa-mp wiki and learn some basic programming methods from *******, that would help you build good.
