Yesterday it happened to start creating maps again so download the MAP CONSTRUCTION and try to do something.
It happens that when loading the MAP Construction, the program was frozen and the map never appeared to begin editing it.

Try to resize the window, maybe it will works(I have somewhat the same issue at a time and it works for me).
