I would say that you should go with Debian because it was made specially for webservers.

It's not, it even works as a desktop, but it handles services better. It's not specifically made for 'webservers'.

In my opinion, Debian is first and Ubuntu is second.

It's really your preference with what distro you would like to work with. From my hand experience I've enjoyed using Debian more than centOS, at least for game servers.

CentOS is outdated almost all the time, it takes time for it to update to the newest package versions, meanwhile many plugins on SAMP take advantage of the newest versions.
(As goes to my first experience with it back in CentOS 6)
I always since then used and will use Debian for my server os, if you wish to setup linux for workstation purposes, then I can suggest Fedora or Arch for this. (with Gnome DE)
I find Ubuntu unconfortable and problematic in case of web browsing (it had many freeze issues, some involving simple thing such as a option drop-down list on websites, which would instantly freeze xorg)

i'd recommand Ubuntu.
Ubuntu is much stable than CentOS and it give you more advantages too.

And it doesn't... It simply runs services better, but that doesn't limit it to just 'webservers'.
