I was having this error when using the latest version of MySQL on my hosted server. I ended up having to downgrade to R39-6 because that was the only version that didn't give me any errors when I knew I had none in my script. I had to change quite a lot of things in order to get it working. But it hasn't failed me, if you'd rather have the latest version, you need to contact your hosting provider, as you probably don't even have the permission to install the file.

Contact the host and ask them to install libmysql or mysqlclient if you can't do it yourself.

Working around a missing runtime is pointless, as you should just fix it.
