This has happened to me ever since I started playing SAMP and GTA on PC there are these black lines on objects and cars. When I walk around these lines flicker and the farther I get the more there are and when walking all the way up to it , they disappear. I have looked everywhere for a fix and nothing helps.

I believe it has something to do with LOD (Level of Detail) versions of objects. Usually flickering means that there are two objects occupying the same plane. Make sure you're not using 16 bit colours as that makes the effect worse. Try increasing draw distance and see if that helps as it should move the LOD change a bit farther from you so it's not as much in your face as it is now.

I have newest drivers and maxed out draw distance.

Make sure that you are using 32 bit colors.
Can you screenshot your settings?

YOU HAVE TO BE KIDDING ME I THOUGHT THIS WHOLE TIME I HAD 32 BIT COLORS BUT I APPARENTLY HAD 16 BIT COLORS FOR 2+ YEARS. Thanks for the help everything got fixed and the game looks a lot better I feel really really dumb right now.
