If you have intel integrated graphics, your drivers are at fault IIRC.

FYI: it's CURSOR, not crusor. Also check that you actually have the PNG in your GTA folder.

Just saying, I had this issue with a player a long while back, and it was to do with the intel integrated drivers, being a certain version.

When the players fixed them they were running older drivers to do so.
Try reinstalling GTA and SAMP to see if that will fix it, and if that doesn't work, try making a new user account in windows, and see if that does it.
