A clean install of GTA SA works fine on Windows 10.
Your sound issue comes from the version you downloaded being shit.
Uninstall the game completely, install to a new folder, whilst deleting all the settings for the game from the Documents folder.
Ensure you install the latest DirectX 9, and you should be good to go.

If you're running mods, you'll likely need to start SAMP as admin.
Mods aren't supported though, so you'll be hard pushed to get anything more than reinstalling the game to get you sorted out.

Remove the mods, and clean install. Crashes on car spawn is usually a sign of a mod problem. (I typed that out before even googling PmC, and it turns out it's a car mod, so seriously... Just fix it, rather than trying so hard to get a mod working, on a shitty torrent install)
You should just use a clean install entirely, as heck knows what people have put in their version that they offer on the net. It's a simple fix that could've been done in 10, rather than 3 days...
If your GTA SA install fails, what's the error, as it's likely to be fixable, and be minor.
