I using 64bit system windows 7 and i can't load plugins here is log:

open Fileserver.cfg and edit this line. Add

plugins sscanf

Remember before put file sscanf.so or if have windows sscanf.dll and run your server

Install VC++ 2015 runtime libraries. Must be the x86 (32-bit) version even if your system is 64-bit.
