I have an old computer(Q8200 2.33 GHz,NVIDIA GTS 250 1 GB,4 GB RAM).
I'm planning to make that computer a mini-server.I'm aware I'd have to clean it up from time to time...Which programs would the 'server' have to run 24/7 and would that actually work?

Questions first :

Internet Speeds: Download and Upload (unsure? Speedtest.net)
Save System: ?
Type of Gamemode: ?

To better answer your question we need to know more, really if you good with computers monitor the memory stack size and then connect a player and see how much this grows aswell.

As for applications you'd have to run definitely samp-server, and if you have a MySQL save system you'd need something like WAMP or ZAMP or any local webhost software.

To say how many players it would support however shouldn't be taken as a certain as we will never know you mode like we do our own. If you want to get the most out of your build scale on demand and when it hits it's limit grow and make your build bigger or get a bigger connection speed.

Save System: Windows 7(?)
Type of Gamemode: TDM(around 5k script lines)
So basically I'd just have to port-forward and have samp-server.exe turned on?

I never recommend windows for samp server, and in your case absolutely not. You're going to spend much more money (electricity?) Having that PC on,while the performance is not guaranteed at all!

Just get a 5$ worth (512mb ram) Linux vps, and if you think you need to put some extra things on it, get 1gb ram (10$) and that will be more then enough.

15$ is a lot more then I can handle in my situation....I can spend like 2 dollars every month.

I think in your case your case you'd be better off buying a 20 slot server and expanding your capacity on demand. I mean you in bigger terms have a 0.5MB connection. I would like more than that per player personally although if you really wanted to 5 - 10 players and your always going to be pushing your ping rates on the players as this is really stretching that connection pushing it harder if it has bullet physics.

TDM means however your build would be good for quite a few players as it isn't so hardware intensive. Also if you wanted to yes you'd just have to port forward.

All in all again though I wouldn't bother I'd port forward to have a test server with your mates but for the real deal pay for it. It also means you can get a spot on the hosted list as I presume Game-mp is still closed?

Hmm....I'd rather then just pay for the host...But it would be an experience to have my own server.
Also,does the amount of players online really matter?Does it slow down your connection(It probably does).

Yes, I wouldn't host on this connection at all if you intend on using it for your own personal things as well. Essentially every online player every iteration of the script tells you a lot which you have to download such as:

Download:
Position: X, Y, Z, A
Weapons Gained
Shots fired, and where X, Y, Z

Upload:
Nearby Players (X, Y, Z, A)
Skin
Nearby Vehicles
Nearby Objects
etc

Well you see where I'm going, each player send a lot of information. The more you have to download the more funnel like your connection becomes. I say a funnel as your eventually going to need to download more than your connection allows and once your at the funnel point pings rise and the game slows down for everyone and gets jittery.

Home Hosting is usually more cost effective once you get past atleast 100 players, this is because your not paying per slot but paying for the connection speed and electricity. It's only better at home under that if you do ALOT of revisions which is why I used to home host on a large scale also, but update the server likely every 2 - 3 hours.

Although once scale got too big for my connection but never passed point where it was profitable to hold the connection at my house I offloaded it to a host, and updated the server weekly.

Therefore you step in any direction needs to be decided by you really using information you know about your mode and your usage on your internet connection.

Oh and keep in mind, you also have to upload new information to them which is why I picked your lowest number earlier things you'd have to upload to them could be:

EDIT: Upload is the bigger dependant here and I've looked at the easier side of download really. The amount you upload to players is astronomical, it can be GB's a day.

Since you're into home hosting, I'd recommend getting a VPN with portforwarding for:

1. Protect your IP from direct DDOS
2. Easy portforwarding?

A 2GB RAM VPS (+ other specs) from OVH costs $3.49 USD a month. That should be cheaper than the additional electricity bill fee you would get by home hosting I guess.
