I know you can have a bank acconnt at the age of 12 in Canada, so maybe a credit card at 16.

you need to be of legal age in any country to get a visa, in Canada thats 17/18 iirc,
bank account you can open whenever you want, if your under 12 you can get a linked one or something

Anyway, ProPilot, I use 3V, I think it's only available to Ireland though, however there are plenty of pre-paid credit card solutions around.
