I think the title says it all, I can't use /save cmd, because I get that message.
I've tried to apply compatibility mode to the client and gta-sa and run as administrator, even created the .txt file myself and still didn't work. Any other ideas?

Have you tried re-installing the latest update of sa-mp client?

I had same problem, I have fixed it removing my mods (Hacks in my case).
Do you have any mods applying to GTA:SA/SA:MP?
You can also try /rs if /save isn't working.

Also, remove all the extra settings (Run as admin, run in compatibility mode) as they change the working directory of applications when you run things like that.

Check UAC, maybe disabling it would help
