There is no age limit on being able to love someone (or getting into a relationship). I don't see why people discourage young people engaging in relationships. It essentially prepares you for the future; being able to set limits, deal with arguments (as petty as they may be) and help you develop both yourself and the person you are in a relationship with. I first fell in love when I was sixteen. I've known people who were younger that genuinely felt something for someone else.
