An exact recreation of that is not possible since you can't attach a vehicle to an object an make it move such that the vehicle moves with the object. You could, however, create the illusion. Just attach the magnet object to the top of the vehicle and lift it up with an invisible platform.

No, the server doesn't have that thing scripted. And moreover, this screenshot was made in 2012-2013.

Yes, go to that platform, use cheats to elevate yourself to the magnet, and you will get stuck on it.
