Getting error while compiling the script unable to find solution on ****** or on samp forums hope someone will help me out. Its giving an error "undefine symbol E_IRC_RESPAWN" hope to get some help, picture attached.

In version 1.4.6 of IRC plugin:

so you try to compile with an older version of the IRC include file. Update (both plugin and include files) to the latest which is 1.4.8 version and try again.

Downloaded the Non-SSL i hope its fine right? btw it worked, i was not worried about warnings they are easy to fix it was the error i was getting worried but your suggestion fixed it thanks +rep for helping me out, would love to get answer regarding non-SSL or SSL which is right for windows server?

Both versions work but SSL version is always recommended. About what is SSL, refer to: https://en.wikipedia.org/wiki/Transport_Layer_Security
