You work for it. The idea behind this is that you first offer something to the community (for which members will sometimes give you reputation points), before getting something from the community. Things you could do are releasing scripts, help people with their problems and make general, helpful remarks.

Yea, just be sure not to actually ask for it.

Good videos/screenshots showing things can also get you +rep.


With the "helpful" point, just be sure to actually be capable of helping (especially in the Scripting Help section) because quite often the guessing that goes on in there, to get the +rep, is annoying to others.
