Hello i added a new cpu to my pc Phenom ii X2 545 (Dual core processor).
I was testing it and i saw the Cpu temerature is about 70*C
is that okay for my cpu ?

It depends on the room temperature if your room temperature is like 40C then yeah

If that's your temperature under no load. That's bad.

If that's under load, it should be fine (depending on what load it's under).

Sounds like you did not apply new thermalpaste between CPU and the heatsink.

Use a peasize dot of thermal paste, not so much like this
Remember to wigle the heatsink to spread out the paste

Worktemps of Ivy Bridge is normally between 65-75 on moderate-heavy load

and can you tell me my first procesor was 1 core this is new model and 2 core. in games i dont see any change of fps.
I need to format pc or should change anything ?

Get a new GPU if you want to see a change in FPS.

It depends which games you are playing. Some games are CPU intensive, some not.
If you want more FPS then you need faster graphics card..

In short:

The CPU will calculate the AIs, physics, placement of objects, events, quests etc..
GPU will render the graphics on the screen, physics (OpenCL and PhysX) etc.. faster? = better FPS

I recommend not using the CPU until you applied the thermal paste, temperatures over 70°c drastically reduce electronic part's lifetime, and in case you try to play something for a longer period of time your fun with the new CPU might end pretty soon.

I use to reinstall windows every time after switching major components, though its not required anymore since Vista or Win 7. It might improve overall performance, but the main reason is that it keeps the OS clean, and this is enough to make it feel faster.
Going from a single core CPU to dual core is a big difference. Even though not every game profits from that youll definitely enjoy it.
