NO-IP is a free service, turning your IP into something like 'yourgameserver.no-ip.org' which points to an IP.
You'll have to update this each time your IP changes though, and there is a delay of 24 to 48 hours each time you update it.

Either contact your provider and tell them you want a static IP or be smart, work 1 hour a month and order a proper server.

Then contact your ISP (Internet Service Provider) and ask them for static IP address, but i dought it's free, you'll need probably to pay for it. Or use a free DNS service..

Why doing it the hard ways? Just make a static IP, or get a router thats not dynamic. If you search on ******, you will find out how to make a static IP. As I got no time to explain how to do it

Why don't you just buy server hosting? Unless you live in a datacentre, it's always a bad idea to host at home.

Benefits of hosting at home:

None

Benefits of hosting with a company:

Control panels, fast and secure connection, support (often 24/7), and you don't have to keep your PC on constantly, which will also decrease your power bills.

Good question, why doesn't he use money he maybe don't have to get the server hosted! Smart idea
