I think, that no, cuz that's is default cmd in every SAMP, like /q, /headmove and etc. And when u use them - server dont get anything data about u used that.

No you cannot make a native command to do that, however you can make a new command yourself

You can attach a 3D text label; (https://sampwiki.blast.hk/wiki/Create3DTextLabel)
to a vehicle; (https://sampwiki.blast.hk/wiki/Attach3DTextLabelToVehicle)

When you create the 3d text labels, you just check which vehicleid the car has, and format a string to show the information you want.

That should bring you somewhere
