I have just checked out OVH, They seem to be good but DDoS protection is something important to me

1. Do you have any tutorial regarding setting up a SAMP server on a VPS ? (If OVH doesn't provide one themselves)
2. Do I require that license or something for TS3 or do I have to actually rent a server

1. it's pretty simple, buy a windows server 200x copy your server files to your VPS allow the port to pass threw the Firewall and then simply start your server (samp-server.exe)

2. No just download the teamspeak server http://teamspeak.com/downloads and simply start it.

OVH VPSes are fine, however, they do not provide the same level of DDoS protection that their game dedicated server line up offers.
There are plenty tutorials like this on here if you decide to go with linux (Windows VPSes are a bit pricier). For TeamSpeak servers, they came in standard with 32 slots maximum unless you get a non-profit license which will get you to 512 slots just by applying on their site for one. Although, you need to prove that you have traffic that uses more than 32 slots by giving them your website. Best of luck to you.
