Hello guys, i have had this issue happen to me currently. The server randomly lags up, the players show up AFK, the chat does not work and then some time passes and it is fine again.. I tried pinging the VPS, everything seems to be fine. This issue also comes sometimes, when a player connects. Some times it happens, some times it doesnt. Some times people show up AFK for longer, some times for shorter and some times they dont. Ive been trying to figure out the issue but i just cant.. What are the things i should look out for? what could it be? My VPS has 768MB ram, is that enough? Maybe it could be plugins or something? Do you use MySQL?
Check for loops in your code.

Yes i do, R5. What do you mean by loops? regular loops or a code that keeps calling on itself?(i dont know how to explain)

Don't use R5, it is sometimes causing big lags.
Upgrade your script to R33-R39 plugin version (threaded queries). It will solve problem.
