This cannot be scripted, Why?!
Because the FPS isn't connected with the server, I mean, It depends how fast is the computer of the player, and you cannot do anything to change things in the player computer, you can just edit his data in the server.

There is no limit for FPS, only based on how STRONG your PC is.

Oh, if you mean "if the player FPS goes down 20 = kick" or up 150 = kick, then sure!
There is a filterscript for this, you can script it yourself.
