So I have a decent PC, it plays Battlefield 4 Ultra at 30-40 FPS, that's not terrible....

HOWEVER I have to use a FPS increaser for SA:MP....With the FPS increase, I get 90 frames, without I get 30 FPS...I keep my quality on LOW and my draw distance low....I don't know what to do, I asked my friend he said my drivers might not be up to date, so I had a look and they are...He then said it may be my CPU but he didn't give me a reason why it could be my CPU so I didn't know what to do...

I assume you don't have any background programs running? If you have any programs running try closing them. If not, that might be the server's problem from having too much vehicles in a streamed range, objects or 3DTextLabels.

I always close all my background stuff and its on every server I play on...
