At random times when I pause the game to look at the map, the whole damn pause menu just freezes, and I can't click anything. I press ESC and the screen goes black then I gotta start Device Manager to delete it! PLZ HELP!!!

Yeah that's a crash. It's the most common thing that goes wrong on sa-mp. lol
It's probably the most annoying but I've gotten use it now, hehe.

i have that problem in 0.2.2 but not in 0.2x. United MP too freeze many times because it
base samp 0.2.2

I've never had or heard of this problem, and why would you to start Device Manager to delete something? You mean start Task Manager to close GTA? And Vista wouldn't have anything to do with that.

I had the same problem on my server. I turned the Frame Limiter off. I know you need a good PC for it, so if you don't, turn the other settins lower. Also, delete the file in MyDocuments>GtaSaUserFiles>gta_sa.set
